The original concept of the book was good, it was doing what Star Wars didn't in showing the political and economic impacts of defeating the Lord Ruler. However, Sanderson kept repeating himself it felt like, and eventually it felt like he was just trying to reach the page count to make this book match the rest of the series. It also seems to switch from the main plot to Sanderson trying to prep for the next book in the series.
The Well of Ascension, the literal thing the book is named after, isn't truly used in the plot until like the last 1/8 of the book, and to me felt like a deus ex machina for this book, and a convenient switching point for the next in series.
