Absolutely horrifying portrayal of a toxic relationship, except the author doesn't really view it that way. Yes, she thinks that Rick is kind of a bad boyfriend, but mostly in an "aww shucks, he's just sort of intense and dumb" sort of way, and the reader is supposed to forgive him in future books. 
No, this dude is toxic and creepy and his behavior is not ok. The fact that no adults are concerned about this says everything it needs to about the culture reflected in these books.
