More "Alternative History Superheroes" than "Fantasy Noir Thriller" as I've expected, and it is fine for what it is (minus some minor somewhat questionable choices here and there, and the book has weird hidden messaging that having any strong political agendas is inherently wrong, but also capitalism is okay, actually).
Very reminiscent of R.R. Martin's "Wild Cards" project in terms of worldbuilding.
