I think 48 Laws of Power is one of those books that a Creative Writer, Script Writer or Novelist should peruse if they wish to create a character who is an Antagonist or a Psychopath, a Villain essentially...

Anyways, with almost every Law, Robert Green provides a drawback, so essentially, damned if you do, and damned if you don't, you definitely aren't missing out on much whether you read this book or not.
It's like -0+0=0.

With that said, I do not think that a regular human being should apply these principles towards others, but maybe use it towards manipulating their goals and gaining power over their discipline and conquer their vices and develop better, powerful habits...but they should not practice nor apply this on other human beings (it definitely won't be worth it in the end because each Law has a consequence.)
