This was absolutely outstanding because Dembski-Bowden really captures the viewpoint of a megalomaniac who thinks he can control nature and lead the entire species.
Every line the Emperor says is ironic and highlights his own hubris. This and A Thousand Sons really outline how the dream of the Emperor was always flawed. Fascist Dictatorships are built to fail.
The rest of the book is filled with rich characters who have the typical levels of depth Bowden is known for.
The disabled character being well drawn but simultaneously treated AWFUL by everyone around him hit extremely hard as a disabled person.
